About the authors:
Neil Robar retired at the rank of lieutenant from the Hollywood (Florida) Police Department, where he
either commanded or worked in every division and unit. For five years he was the coordinator of IPTM’s Traffic Crash
Investigation and Reconstruction section. Mr. Robar is now a private consultant in traffic crash investigation and
reconstruction and he continues to teach at all levels in the area as an adjunct for IPTM.
George Ruotolo is retired from 21 years of service in New York State law enforcement and police training.
From 1980 to 1985, he oversaw all police instructor certification for the State of New York. He is now a private
consultant to law enforcement, the legal profession and insurance companies. He has been providing expert
testimony for both the plaintiff and defense in civil court since 1981 and has consulted with prosecutors and
defense counsel on criminal matters.
