Next, you’ll learn the legal issues surrounding DWI mobile video through an examination of relevant case laws and situations.

An Appendix contains two case tables. The first lists, by state, the cases that are relevant to mobile video and gives a synopsis of the main issues looked at by the court in each case. The second lists the various legal issues discussed in the text, such as admissibility, horizontal gaze nystagmus and liability for failing to arrest, and cites the cases that are relevant to each issue.

About the authors:

Jim Kuboviak is a former police officer with departments in Texas and Mississippi. Since 1985 he has served as Prosecutor for Brazos County, Texas. He is recognized as the nation’s leading authority on mobile video and has trained thousands of law enforcement officers and prosecutors around the country.

Dr. Chester Quarles is currently the director of the Criminal Justice Programs at the University of Mississippi. He has an extensive police and security background, including military policeman in the U.S. Army. He holds a Ph.D. in Criminal Justice Administration and has had over 40 articles and several books published. In addition, he has been active internationally as a crime prevention consultant and successful hostage negotiator.
