IPTM’s newest publication, In-Car Video User’s Manual for the Patrol Function, was written to help those in law enforcement understand the in-car video system and how to properly capture events in an objective and legal way to show others evidence of criminal activity.

Beginning with the comparison between what the camera interprets and what the human eye actually sees, the authors, Kevin Morrison and Lon Arend, quickly delve into the history of video taping in law enforcement and explain, in detail, the types of components that comprise an in-car video system. From there, they move on to the steps to take when using the system and share their expertise in areas such as when to start recording, optimal camera positioning and the differences between daytime and nighttime recordings. 

Finally, the authors discuss the ways that video taped evidence is being treated in the courts today. About the authors:
Kevin Morrison joined the IPTM staff in 1998 after 22 years with the Largo (Florida) Police Department. He has represented the Florida Police Chief’s Association on the Florida Technical Review Committee for Speed Measurement Devices and has participated with the IACP Highway Safety Committee’s Speed Measurement Advisory Technical Subcommittee. Mr. Morrison currently instructs IPTM’s In-Car Video courses.

Lon Arend has been the supervisory Assistant State Attorney with the Twelfth Judicial Circuit in Desoto County (Florida) since 1997. He has received specialized training from the Florida Trial Lawyers Association, the National District Attorneys Association and IPTM. For his effectiveness in prosecuting DUI cases, Mr. Arend received the MADD Florida DUI Prosecutor of the Year Award in 1996.
