Successful Recruitment and Retention of Police Officers: A Guide for Public Safety Managers

Successful Recruitment and Retention of Police Officers:
A Guide for Public Safety Managers

by Floyd S. Hulsey

In today’s competitive job market, hiring qualified applicants often poses a major headache for the Police Supervisor. No longer can managers expect to fill a vacancy by simply placing an ad in the local newspaper. Recruitment methods today must be much more aggressive.

In light of this, Floyd Hulsey has written this book to help you attract the most qualified candidates to your agency. In it, you will find a wealth of information on both traditional and creative ways to recruit qualified applicants, how to improve the speed of the hiring process and how to market the benefits your agency can provide to potential employees.

This book is abundant in practical and economical methods that can be used immediately by your Police Recruiter, such as establishing an employee referral program and equipping your recruiter with the newest equipment available in order to present the most positive image possible. The author’s advice holds true for agencies of any size, regardless of their geographic location.

Mr. Hulsey has organized all of his recruiting methods in the following chapters:

  • Plan Strategically
  • Newspapers Still Popular
  • Magazines and Periodicals Productive
  • Radio: A Versatile Media
  • Be a Television Star
  • Internet is Economical
  • Publicity Methods Abound
  • Advertising and Public Relations Agencies
  • Internal Programs Entice Employees
  • Legal Environment
  • Measuring Results
  • Determining Ways to Improve
  • Recruiting is Important Function
  • No Relief in Sight

In addition, he has included an appendix of Internet Web sites that may be useful to you in the recruiting process.

Floyd Hulsey became the Human Resources Director for the Polk County (Florida) Sheriffs Office in 1980 and today handles the recruiting, staffing, employee relations and benefits programs for more than 1,400 full-time law enforcement, technical, professional and detention employees. A published writer and a certified instructor in the Florida Department of Law Enforcement, he has served as a Public Information Officer, an Investigator for the Public Defender’s Office, an Advertising Coordinator and a Public Relations Representative. Mr. Hulsey holds a bachelor’s degree in Journalism and a master’s degree in Public Administration.
